The exploitation of Natural Mineral Waters and Spring Waters in terms of bottling implies the existence of a bottling industrial unit, commonly known as Bottling Unit, whose infrastructures are located, in most cases, near the place of water uptake. In the case of Natural Mineral Waters, the Bottling Unit is considered an " Exploration Annex", in accordance with art.º 32º of Law n.º 54/2015, of June 22.

Bottling Units are subject to the specific industrial licensing system called Responsible Industry System (SIR), in accordance with Decree-Law n.º73/2015, of May 11. DGEG is the coordinating entity for the licensing of industrial establishments (Bottling Units) whose main activity is the following CAE's: 11071 and 11072.

Following the competences attributed to DGEG under art.º 36º of the SIR, in conjunction with art.º 11º of the same D.L. and with the Rectification Declaration n.º29/2015, of June 15, it is the DSRHG's responsibility to license industrial bottling establishments, under the legislation applicable to the exercise of industrial activity of Natural Mineral and Spring Water type 3 (SIR).
