The core competencies of the Department of Institutional Affairs and Market, hereinafter designated as DSRIM are:

• Ensure the representation of the Ministry of the Environment and Climate Action in the energy and geological resources domains, and monitoring the work carry out at the relevant EU committees and working groups, namely the EU Energy Working Party, as well as providing adequate technical support, duly concerted with the DGEG Technical Units, for the Portuguese delegation at the Energy Ministers EU Council;
• Prepare in cooperation with DGEG's Technical Units, and further public and private entities, the national contribution regarding energy and geological policies to be presented at the European level negotiations;
• Coordinate and support DGEG's Technical Units in the preparation of the reports required under the Member States commitments established or foreseen in European Acts by the Commission;
• Follow the progress of the European Union's External Policy in the context of energy and geological resources policies;
• Support at technical level, ensuring the national participation at the Global Energy Dialogue and Long- Term Cooperation Working Groups Meetings of the International Energy Agency;
• Coordinate and support DGEG's Technical Units in the explanation of questionnaires and reports required within the framework of the International Energy Agency;
• Coordinate at national level, the work related to the Review of the National Energy Policy conducted periodically by the Secretariat of the International Energy Agency;
• Prepare national contributions for International and European Summits and Joint Energy Committees;
• Support the Portuguese Government, regarding international negotiations, partnerships and relations with International Organizations and Institutions;
• Coordinate DGEG's participation regarding the cooperation with third countries in the energy and geological resources domains;
• Follow up and monitoring the work developed within the framework of the institutional cooperation tools in the energy domain established between Portugal and Third Countries;
• Convey the energy and geological resources policies with environmental policies promoted by International Organizations; ensuring also the coordination of an effective DGEG's participation at Inter-Ministerial National Programs;
• Support DGEG's participation and coordination, in issues of its competence, within the framework of the European Union's energy and geological resources policies;
• Support DGEG's Technical Units in the transposition of European Directives;
• Support DGEG's Technical Units in the preparation of the reports required under the national commitments with the EU and IEA, regarding energy and geology;
• Support DGEG in ensuring adequate attendance and an effective participation, in what concerns the International Energy Agency` activities and Working Groups;
• Support and to collaborate, in the negotiations led by the Portuguese State, involving energy and geological resources policies, namely in its relationship with international bodies, upholding the national and sovereign interest;
• Prepare and coordinate, in collaboration with DGEG Technical Units, the national contributions to be presented during the Technical negotiations on energy and geological resources policies, at European and international level, regarding their impact and integration in competitiveness, economic, financial and innovation;
• Participate and collaborate in studies aiming to formulate and review energy and geological resources policies, to ensure its compatibility with the environment Policy and Sustainable Development;
• Participate, collaborate and monitor the National Strategy for Sustainable Development implementation, on energy and geological domains, as well as further National Programs, which have an impact on the national energy policy or on geological resources;
• Prepare Assessment Reports regarding the implementation of policies and measures in the energy and natural resources within the framework of National Programs, Plans and Strategies, namely in the environmental field.
